Installed The Plugin "Checkbox".

Tried to put a MIN limit on number checked. It works!:
But when setting "List & Search" - "Search Form" - #7 – " Required/Validation»
the system does not allow to generate a user message. The input field for the custom message is INACTIVE:
Is this a design error? I've already tried various options
