I have a form that has a file attachment field. When I go to the list view and click to download the file, I get an error that says "
Error
You are not allowed to access this file. "
Is there a place I can either edit file permissions for uploads?

Try checking what viewlevel did you set on the field. But an error might also be coming from your hosting that is blocking access with some protective sytem like mod_security.
