You can do that with seblod importer. I export all my users and import one for testing, it's work. I keep my old password.
You can choose for the setting of the field password two options:
Clear: You write your password in your csv file and after it will be convert in md5 format (new password)
MD5:
You keep the original password of the user. (So in your csv file you
have to put the md5 password who are in the table user)
So for me the encrypted password is not modified when i choose md5 option.
Strange it's change for you...
Try to put the field 'Force UTF8' to NO pearhaps
