if someone knows whether correctly I have constructed content type, perhaps I have made a logical mistake? or this such restriction of logic of seblod?

We check (we are played) with free content text, we create two fields (pole in rusian)  everyone keeps data in the table.

We create fields

We will consider a situation when sorting of fields in content type such: pole1, pole2

We enter data through the administrator a form into both fields the same value: test3pole1vit

We change sorting in content type: pole2, pole1.

We enter data through the administrator a form into both fields the same value: test2pole … vit

We open "Pandora's box" we look in tables through phpmyadmin

From result it is visible that in the table only the first of two fields specified remained
