Also, can I create different user profiles/logins (example:
students,teachers,parents), with different relations, fields, access,

I can say YES, with "Joomla + SEBLOD" you can do all what you need.
It's only depending on your knowledge on those two applications, and on some web languages (php, css, javascript, mysql,...)
"SEBLOD" will help you a lot, for the biggest part of you project, but like each time, there is always the custom part, where majority of people can't go further without knowledge on developement.

@Uriel, I'm aware of this extension but it's pretty basic and not extendable (can't integrate with other extensions, limited payment methods - need to make payments only after goal is met, no custom fields, no plugins, etc.).
