a possible solution (but not tested):

you need 3 fields :

• Field X
• Field Y1 with a condition "Is visible" & "is enabled" when Field X is empty
• Field Y2 with a condition "Is visible" & "is enabled" when Field X is filled

Important : For  Field Y1 and Y2 set the same storage. Only one will be able depending on the Field X.

Then on Field Y1 and Y2

• Field Y1 => Not mandatory
• Field Y2 => Mandatory
