I think that the second method is better, but I need further clarification.
In practice, I must use 2 forms, namely:
1) a first form where I create a registry of the institutions:
The form will need to select the province, then select the city and then enter the name and address of the institution. Clearly provinces and cities are already loaded in two separate tables.
2) a second form I have to select the provinces, cities and choose the institution for insert further data. OK.
Now, how do I select the right institution if I do not see the address? Address and istitution name are in different fields in the same file.
Besides, you have to know that there are some istitutions with the same name in the same city.
Therefore, how do I select the institution and simultaneously see the address?
This is a my doubt and my problem because I have 3 tables only: provinces, cities and institutions.
